BIS: A Critical Bottleneck in Indian Customs Clearance – What Importers Must Know

Published

(MOST URGENT & IMPORTANT FOR ALL IMPORTERS)

Dear Valuable Customers,

With deep concern, we highlight the ongoing issues with Indian Customs related to the applicability of BIS (Bureau of Indian Standards) on imported goods. It has increasingly become a tool for delay and confusion, often resulting in:

  • Clearance delays
  • Container detention
  • Ground rent charges
  • Misinterpretations by officials unfamiliar with BIS classifications

Why This Matters:

Most customs officials rely on limited understanding and general searches (like Google), leading to inconsistent and sometimes incorrect objections. Importers and CHAs are being forced to defend legitimate imports repeatedly, wasting precious time and money.

Recommended Immediate Action:

  • Hire a dedicated BIS Consultant (available 24/7) who can:
  • Quickly reply to customs queries
  • Provide valid documentary support
  • Help interpret BIS applicability and exemptions

Real-World Examples:

Copper Tubes

  • BIS description: Wrought Copper Tubes
  • Many importers declare “Plain” or “IGT” (Inner Grooved Tubes), but these terms aren’t clear to customs.
  • Advice: Always write “WROUGHT COPPER TUBES” and optionally add specifics in brackets (e.g., Plain, IGT).

Flanged Nuts

  • Though “Hex Flanged Nuts” aren’t clearly listed in the Compulsory BIS order, customs officers refer to old BIS documents from 2002 and raise objections.
  • Advice: Only a BIS consultant can clarify whether a product falls under a current mandatory list.

Hermetic Compressors

  • BIS exempts compressors for A/C units up to 2 tons (till April 2026) and above 2 tons (till Feb 2026).
  • Customs still challenge these imports based on description mismatches.
  • Advice: Clearly write “HERMETIC COMPRESSORS” in the description, adding type in brackets if needed (e.g., Rotary, Screw).

Final Thoughts:

The landscape of BIS compliance is vast, technical, and evolving. Even experienced CHAs and importers are struggling. A qualified BIS expert can eliminate guesswork and ensure smoother clearance.

The aim is to protect your interest and keep your imports moving without unnecessary delays or penalties.
