The Cochin Port Joint Trade Union Forum has expressed deep concern over reports that the Shipping Ministry plans to withdraw the 2018 relaxation in cabotage restrictions. These norms previously allowed foreign-flagged vessels to carry coastal and EXIM cargo between Indian ports without a specific license, significantly boosting connectivity for the Vallarpadam Terminal. The unions argue that reverting to stricter rules of the Merchant Shipping Act could hinder the movement of empty containers and agricultural produce. This potential policy reversal is seen as a move to protect Indian-flagged vessels but might impact the cost-effectiveness of transshipment hubs. Port authorities have been urged to intervene to ensure that the gains made in maritime logistics over the last decade are not lost.
