The Seafarer Workforce Report 2026, jointly published by BIMCO and the International Chamber of Shipping (ICS), forecasts an urgent global deficit of 113,735 STCW-certified officers by 2030 across an expanding merchant fleet of over 85,000 vessels. India, which currently supplies 16% of the global maritime workforce as the world’s third-largest provider behind the Philippines and China, is uniquely positioned to capitalize on this personnel gap. Director General of Shipping Shyam Jagannathan highlighted that India’s national strategy is actively shifting toward digital certification, enhanced training quality, and strict competency upgrades across its 176 maritime institutes. While stable domestic wage structures and favorable exchange rates continue to elevate the international demand for Indian crews, academic experts warn that a lack of available training berths for essential “sea time” remains a critical bottleneck preventing new cadets from securing regular employment.
