Alongside the performance index, the Ministry launched four breakthrough digital modules developed by the Directorate General of Shipping (DGS) to significantly enhance transparency, accountability, and ease of doing business within India’s maritime sector. The first initiative introduces a 24×7 Grievance Redressal System under the ‘e-Navik’ portal, allowing global seafarers to log complaints and receive prompt support via WhatsApp, toll-free helplines, and dedicated emails in compliance with the Maritime Labor Convention 2006. The second reform is the digital Ship Registration Module under the ‘e-Samudra’ platform, which eliminates extensive physical paperwork, streamlines documentation, and drastically cuts down vessel registration processing timelines. The third initiative is the Medical Practitioner Module, designed to maintain strict regulatory oversight by monitoring authorized doctors and preventing fraudulent health certifications for maritime workers. Finally, the Unified Ship Recycling Portal was launched under the government’s ₹70,000 crore Maritime Development Package announced in 2025; this portal facilitates the Ship Recycling Credit Scheme, granting tradable credit notes worth 40% of a vessel’s scrap value to ship owners who recycle their fleets at Hong Kong Convention-compliant Indian facilities, which can be successfully redeemed against new domestic shipbuilding projects to rapidly accelerate local manufacturing.
