Maharashtra Logistics Policy-2024 approved by State Cabinet today

“Maharashtra Logistics Policy-2024” proposed by Industries Department, was approved by cabinet of Maharashtra today. 

The presentation was done by Dr Harshadeep Kamble, Principal Secretary , Industries Department. The brief of the policy is as below.

Govt of Maharashtra has formulated Maharashtra Logistic Policy-2024 incorporating ‘Integrated Logistics Master Plan’ of the state, focusing on optimum utilization of existing and upcoming logistic network, strengthening logistic infrastructure and multi-modal connectivity. 

  1. The key objectives of the Maharashtra Logistics Policy-2024:
  • To develop more than 10,000 acres of dedicated logistics infrastructure.
  • To develop 25 District Logistic Nodes, 5 Regional Logistic Hubs, 5 State Logistic Hubs, 1 National Logistic Hub and 1 International Logistic Hub.
  • The cost of the logistics to be reduced by minimum 5%.
  • To reduce the time taken for various interventions.
  • To reduce the carbon footprints by promoting green initiatives.
  1. The policy enablers are as under:
  • Maharashtra Integrated Logistics Master plan – Strengthening Logistics Infrastructure and Facilities.
  • Promotion of use of Technology and Sustainability Initiatives.
  • Incentives for Logistics Park Developers.
  • Incentives for Independent Logistics Units.
  • Ease of Doing Business for Logistics.
  • Convergence of related Central and State government Schemes and Programmes.
  • Institutional Framework for Logistics sector
  • State Logistics Council under the Chairmanship of Honourable Minister of Industries, Govt of Maharashtra.

Expected outcome of Maharashtra Logistics Policy-2024:

  • The policy interventions will facilitate to setup more than 200 logistics parks, complexes, truck terminus with integrated facilities.
  • Approx. 5,00,000 new Job opportunities will be created.
  • Around INR 30,000 Crs of revenue generation over policy period.
  • Logistics expenditure shall be reduced by Minimum 5%.
  • Logistics sector will become more organized, planned and competitive for global market.
  • Hi-Tech logistics will be specially incentivized for adoption of Artificial Intelligence (AI), Block Chain technology, Robotics, Automation, IoT, Digitalization, Drone, FinTech results in creating tech savvy jobs for the local youths.
  • The efficient logistics network due to Multi-Modal connectivity, green logistics parks, Integrated approach, Common sharing facilities with all amenities shall help in reducing over-all cost.
  • The chain of setting of Integrated truck terminus with state support is introduced for basic needs of truck operators and safety transport operations.
  • The group of farmers producer organizations (FPOs) are supported to establish the ware house on the common sharing basis (cooperative), will results in helping the farmers and avoiding the waste of agro-produce.
  • Due to the policy interventions, Maharashtra will become a ‘Hub of Logistics’ by creating a huge network of logistic nodes/ services across the State.

III. Maharashtra logistics master plan:-

1):- 25 District Logistic Nodes (Min 100 Acres in each district spread across 2-3 locations)

Raigad, Sindhudurg; Ratnagiri, Satara, Sangli, Kolhapur, Solapur;  Nandurbar, Jalgaon, Ahmednagar;  Buldhana, Akola, Washim, Yavatmal, Wardha, Bhandara, Gondia, Chandrapur, Gadchiroli, Hingoli, Parbhani, Beed, Latur, Dharashiv, Jalna

2) 05 Regional Logistic Hubs (300 Acres Each)

Nashik – Sinnar, Kolhapur – Ichalkaranji , Dhule- Shirpur,

Amravati – Badnera, Nanded – Deglur,

3) 05 State Logistic Hubs (500 Acres Each)

Thane – Bhiwandi, Pune – Purandar, Palghar – Vadhavan,

Ratnagiri – Sindhudurg, Chatrapati Sambhaji Nagar – Jalna

4) National Logistic Mega Hub (1500 Acres)

Nagpur – Wardha National Logistics Mega – Hub

5) International Logistic Mega Hub (2000 Acres)

Navi Mumbai – Pune International Logistics Mega Hub

  1. Special Capital Incentives for developing Integrated logistic infrastructure – Logistics Parks:

For efficient logistics with scalable operations, logistic parks with integrated facilities are planned to develop across the state. The classification of parks based on scale of operations is as below.

VII. Additional exclusive support for MSMEs engaged in logistics sector:

  • No prior approval/ NOCs for MSME units engaged in logistics activities falling under green and white category. The required permissions and NOCs shall be taken within the first year of operations.
  • Facilitation for new warehouses and cold storages for Agro entrepreneur, Farmer producer organisations on cooperative basis to have localised ware housing facilities as per need.
  • Dedicated facilitation and grievances cell at MAITRI.
